INAIL in 2026: What Changes for Employers Hiring in Italy
Last modified on November 4, 2026 • 5 min read • 974 wordsIf you hire in Italy, you pay for workplace injury insurance through INAIL. The 2026 changes do not touch the base rates. They change how employers can lower the premium they pay. This article covers what is confirmed, what is not, and what to check.
The base rates have not changed
The tariffs from 2019 are still in force. No new tariff table replaced them in 2026. If you budgeted INAIL costs on the current rates, that part of your model stays valid.
The change is in how the rules are applied. A ministerial measure dated April 2, 2026 changed the application rules. It was published on June 3, 2026. So the new rules are recent, and most employers have not yet seen them in a full premium cycle.
What is new: the premium reduction
INAIL can reduce an employer’s premium when its injury record is better than average. This is called the oscillation in reduction. The 2026 measure changes how it works in two ways.
1. A new Table A Bonus
There is now a new table called Table A Bonus. It uses two inputs:
- The number of worker-years, shown as N in the table.
- The ISAR indicator.
In plain terms, the size of your workforce and your injury indicator now feed into the same table. Your reduction depends on both.
2. A higher fixed reduction for small positions
Some insurance positions (PAT in Italian) are classed as not significant. For these, the fixed reduction is now 13%. It used to be 5%.
In practice, a company with a very small Italian headcount may now get a larger fixed reduction than before. The step from 5% to 13% is the most concrete number in this update.
What this means for a US company with a first Italian hire
Most foreign companies start with one or a few employees in Italy. That is the profile this change seems built for. Three points follow.
Do not assume the old discount. If your cost model uses the old 5% fixed reduction, it is out of date for positions classed as not significant.
Do not assume you qualify. We could not confirm from our sources how a position is classed as not significant. We also could not confirm how the new table sets its thresholds. Check these points before you put a saving into a budget.
Do not remove INAIL from your cost model. The reduction lowers a premium. It does not replace it. The base rates are the 2019 tariffs, and the reduction applies on top of them.
What we have not confirmed
Our information on the 2026 changes comes from a secondary source, not from the text of the measure itself. That limits what we can say. We have not confirmed:
- The exact rules for the Table A Bonus.
- How ISAR is calculated.
- When each employer will see the new reduction on a premium notice.
Read this article as a signal of what to ask, not as a final answer on your own premium.
What to check now
- Your INAIL position. Find out whether your Italian position is treated as not significant under the new rules.
- Your cost model. Replace the 5% fixed reduction with the 13% figure only where it applies.
- Your payroll provider. Ask who files the INAIL declaration and how they will apply the new reduction.
- Your timeline. The measure was published on June 3, 2026. Ask when the new rules will first affect your premium.
Why it matters for budgeting
Injury insurance is a small line next to salary and social contributions, but it is a recurring cost. A change in the discount moves your yearly figure. For a small team, a larger fixed reduction can be a real saving.
The safe approach is to model both cases. Use the lower figure as your base budget. Treat the higher reduction as an upside until your premium notice confirms it.
Bottom line
The 2019 tariffs are still the base. The 2026 change is in the reduction rules. There is a new Table A Bonus based on worker-years and ISAR. The fixed reduction for positions classed as not significant is now 13%, up from 5%. Confirm how your own position is classed before you count on it.
