How Italian Income Tax Brackets Affect a Job Offer in 2026
Last modified on November 4, 2026 • 5 min read • 1,010 wordsYou make an offer in gross salary. Your candidate thinks in take-home pay. In Italy, the gap between the two depends on how income tax brackets work. This article explains the brackets and what they mean when you set a number.
We cover personal income tax (IRPEF) only. Social contributions and local surtaxes are separate and are not covered here.
The three brackets
Italy taxes personal income in three slices. Each slice has its own rate.
| Annual taxable income | Rate |
|---|---|
| Up to EUR 28,000 | 23% |
| EUR 28,000 to EUR 50,000 | 33% |
| Above EUR 50,000 | 43% |
The rates are marginal. They apply only to the part of income that falls inside each slice. A person who earns above EUR 50,000 does not pay 43% on everything. The first EUR 28,000 is still taxed at 23%. The next slice, up to EUR 50,000, is taxed at 33%. Only the income above EUR 50,000 is taxed at 43%.
This is the most common misunderstanding in cross-border offers. Candidates sometimes fear that a raise will push them into a bracket where they take home less. That does not happen with marginal rates. A higher salary always means more net pay from the bracket system alone.
What this means for your offer
The same raise is worth less at higher levels. Each extra euro of salary is taxed at the rate of the bracket it lands in. A raise inside the lowest bracket keeps most of its value for the employee. A raise that lands above EUR 50,000 is taxed at 43%. If you want the candidate to feel a real increase in net pay, the bracket they sit in matters.
Crossing a threshold changes the economics. The step from 23% to 33% at EUR 28,000 is a large one. The step from 33% to 43% at EUR 50,000 is just as large. If an offer sits close to either line, a small change in gross pay can change how much of the next euro the employee keeps.
US salary logic does not transfer directly. A US candidate used to a flat view of withholding may compare a gross figure to their current one and conclude the offer is low. In Italy the same gross figure turns into net pay through a different structure. Show the candidate the net result, not just the gross number.
The extra relief that fades
There is one more piece that matters for mid-range salaries. Employees with income in the range of EUR 20,000 to EUR 32,000 get an additional tax relief of EUR 1,000 per year.
Above EUR 32,000, this relief does not stop at once. It decreases gradually and reaches zero at EUR 40,000.
This has a practical effect. Between EUR 32,000 and EUR 40,000, the employee is in the 33% bracket and is also losing the extra relief. The real burden on each additional euro in that band is higher than the 33% rate suggests. A raise in this range feels smaller than the bracket table implies.
If you are hiring in this range, keep this in mind. A modest increase in gross pay may not move net pay as much as the candidate expects. Run the numbers before you promise a specific result.
How to use this when you build an offer
- Decide on gross and check the net. Start from the gross figure. Then work out what the candidate actually takes home.
- Know where the number lands. Check which bracket the top part of the salary falls in. Check whether the extra relief applies in full, is fading, or is gone.
- Be careful near the thresholds. At EUR 28,000, EUR 32,000, EUR 40,000 and EUR 50,000 the tax treatment of the next euro changes. A small adjustment can matter more than it looks.
- Explain it plainly. Candidates in Italy know their own tax system. Candidates abroad do not. A short note that shows gross, tax and net removes most of the friction.
What to remember
- Italian income tax has three brackets: 23%, 33% and 43%.
- The rates apply to slices of income, not to the whole salary.
- An additional relief of EUR 1,000 applies for income between EUR 20,000 and EUR 32,000. It fades to zero between EUR 32,000 and EUR 40,000.
- The fade makes raises in the EUR 32,000 to EUR 40,000 band less effective than the headline rate suggests.
The figures here come from a secondary source. Check them against the current official tax rules before you finalize any offer.
