How to Get an Italian Tax Code (Codice Fiscale) for a New Hire

Every employee in Italy needs a codice fiscale. It is the personal tax identifier. Payroll, social security filings, the employment contract registration and the employee’s own tax position all depend on it. If your new hire does not have one, you cannot complete onboarding.

This guide covers the practical routes. The right one depends on where the person lives today.

What the codice fiscale is

The codice fiscale is an alphanumeric code. It is built from the person’s surname, first name, date of birth, sex and place of birth. The Italian tax authority, the Agenzia delle Entrate, issues it and keeps the register.

You will find many free online calculators that produce a code from these data. Do not treat their output as official. A calculated code can be wrong, and it may not exist in the register. Only a code issued by the tax authority or an authorized body counts. Ask your hire for the official certificate or card, not a screenshot from a calculator.

Why the employer cares

You need the code before the first payroll run. You also need it for the mandatory notice of hire and for monthly social security reporting. A missing or mistyped code causes rejected filings. Fixing them later costs time and often needs a correction procedure.

Check the code against the passport or ID. A single wrong letter in a surname or a swapped birth date is the most common error.

Route one: the hire lives in Italy

Most residents fall into one of these cases.

Italian citizens. Most already have a code, often issued at birth. Ask for the health card or the tax card. If they cannot find it, they can get a certificate from the tax authority’s website or at a local office.

Foreign nationals living in Italy. They can apply in person at a local office of the Agenzia delle Entrate. They bring a valid passport or ID document and complete the application form. For non-EU citizens, the residence permit or proof of permit application is usually also needed. The office issues the code on the spot in most cases.

Someone with digital access. If the person already has a digital identity such as SPID, many services are available online. This helps with downloading certificates for an existing code. First-time issuance for foreigners is usually easier in person.

Tell your hire to book an appointment early. Some offices have limited slots and busy periods.

Route two: the hire lives abroad

This is the common case for companies hiring from the US or elsewhere before the person moves. There are three practical options.

Italian consulate abroad. Italian consulates can issue a codice fiscale to foreign nationals who live outside Italy. The person applies with a passport copy and the application form. Processing times and requirements vary by consulate, so check the local page first. This is often the best choice when the hire needs the code before arrival.

At the visa stage. For non-EU hires who need a work visa, the code is often requested as part of the visa and permit process. Confirm with the consulate what they require in your case. Do not assume it happens automatically.

On arrival in Italy. If timing allows, the hire can apply at a local tax office after landing. This works, but it delays payroll setup until the person is physically in Italy and has an appointment.

Italian citizens living abroad. If they are registered with the Italian registry of citizens abroad, AIRE, they may already have a code. If not, the consulate or a municipal office can help.

Can the employer or a representative apply?

In some cases a delegate can submit the request on behalf of the applicant. This usually needs a signed delegation and a copy of the applicant’s ID. Rules differ by office and case, so check with the specific office before relying on it. A local representative or your Employer of Record can often handle the follow-up, which saves your team from chasing offices in another time zone.

Documents to collect from the hire

  • A valid passport or national ID
  • Full legal name as shown in the passport, with accents and middle names
  • Date and place of birth, including country
  • Address of residence, in Italy or abroad
  • For non-EU citizens in Italy, the residence permit or permit receipt

Common mistakes

  • Using an unofficial calculated code.
  • Entering the name differently from the passport.
  • Waiting until the start date to ask for the code.
  • Forgetting that a hire abroad may need a consulate appointment with a long lead time.
  • Mixing up the personal code with a company tax number. They are different identifiers.

A simple plan

Ask for the code as soon as the offer is signed. If the person already has one, collect the official certificate. If not, choose the route by location: tax office for residents, consulate or arrival appointment for those abroad. Verify the final code against the passport before it goes into payroll.

A tax code is a small step, but it sits on the critical path. Starting early removes a common source of delay.
