Social Security in Italy: Employee Rate, the Extra 1% and the Earnings Ceiling

If you hire in Italy, part of each employee’s gross pay goes to INPS, the national social security body. The employee’s share is withheld from the paycheck. This article covers three numbers that shape that share: the base rate, the extra 1%, and the earnings ceiling.

The base employee rate

The employee’s pension contribution (called IVS in Italian) is 9.19% of taxable pay. Taxable pay here means the gross amount that INPS counts as the contribution base.

This is the rate that appears on most Italian payslips. It is taken from gross pay every month. The employee never has to pay it separately.

For your finance team, the practical point is simple. The 9.19% reduces the employee’s net pay. It does not add to your cost. Your own employer contributions are a separate line, and they are not covered in this article.

The extra 1% above a threshold

An additional rate of 1% applies to pay above a set threshold. The threshold is:

  • 56,224 EUR per year
  • 4,685 EUR per month

The extra 1% only applies to the part of pay that goes over the threshold. Pay below the threshold is not affected.

This matters for senior hires. A US-style compensation package for a director or a senior engineer will often pass the annual threshold. For those roles, the effective employee rate on the upper slice is higher than the base rate. Junior and mid-level salaries may stay below the threshold and never see the extra 1%.

Payroll usually checks the threshold month by month, which is why the monthly figure exists. If you pay variable pay, such as a bonus in one month, that month can cross the monthly figure even when the annual picture looks modest. Ask your payroll provider how they handle this, so the numbers on the payslip do not surprise anyone.

The earnings ceiling

Italian social security has a ceiling on the pay that counts for contributions. For employees enrolled in the system from 1996, with no earlier contribution history, the ceiling is 122,295 EUR per year.

Above that amount, the pay no longer counts for the pension contribution. In practice, contributions stop growing once an employee’s annual pay passes the ceiling.

Two cautions apply here.

First, the figure is for employees enrolled from 1996 with no earlier seniority. Employees with a contribution history before that date can fall under different rules. Most people you hire from abroad will not have this history, but you should confirm each case. Someone who worked in Italy earlier in their career may be the exception.

Second, the ceiling is a limit on the contribution base. It is not a limit on salary. You can pay more than 122,295 EUR. The extra just stops generating further pension contributions under this rule.

How the three numbers work together

Think of the pay of one employee as a line that grows over the year.

  1. Up to 56,224 EUR, the employee pays 9.19%.
  2. Above 56,224 EUR, the employee pays 9.19% plus the extra 1%.
  3. Above 122,295 EUR, the pay stops counting for contributions, for the employee group described above.

So the burden is not a flat percentage across the whole salary. It has a base slice, a slightly heavier slice, and a point where it stops.

What to check before you make an offer

  • Decide whether you quote salaries as gross. In Italy, gross is the standard. Net pay depends on social security and income tax.
  • Estimate where the salary sits against the 56,224 EUR threshold. Include bonuses.
  • Check whether the employee has any contribution history in Italy from before 1996. This changes which ceiling applies.
  • Keep these figures under review. Rates and thresholds are set by INPS and can change from year to year.

A note on the figures

The numbers in this article come from published Italian payroll guides, which are secondary sources. They are consistent with each other, but you should confirm them against current INPS guidance or with your payroll provider before you finalize a contract or a budget.
