How meal vouchers and fringe benefits work in Italy in 2026: tax-free limits for electronic and paper vouchers, and the annual benefit threshold.
Meal Vouchers and Fringe Benefits in Italy: Tax-Free Perks in 2026

If you hire in Italy, you will be asked about meal vouchers. Candidates expect them. Italian payroll teams treat them as normal. For a US company, the idea is unfamiliar, so it helps to know what they are and what the tax-free limits look like in 2026.

This article covers two tools: meal vouchers (buoni pasto) and the fringe benefit allowance. Both let you give employees value without the full tax and contribution cost of a salary increase.

Why benefits matter in Italy

In the US, a perk is often a bonus on top of pay. In Italy, benefits are part of how a package is judged. A candidate comparing two offers will look at gross salary and at what comes with it. Tax-free items stretch the same budget further, because the employee keeps more of the value.

The limits below come from secondary sources. Treat them as a planning guide and have your payroll provider confirm them before you put them in an offer letter.

Meal vouchers: the 2026 limits

A meal voucher is a benefit linked to working days. The employee uses it to pay for meals or food. The tax treatment depends on the format.

  • Electronic meal vouchers: tax-free up to 10 EUR per day.
  • Paper meal vouchers: tax-free up to 4 EUR per day.

The gap is large. An electronic voucher can carry 10 EUR of tax-free value for each day. A paper voucher carries 4 EUR. The 2026 budget law is the reason this topic is in the news, and the practical lesson is simple: electronic is the better format.

If the value you give goes above the daily limit, the excess is generally treated as taxable income. So the limit is a ceiling to design around, not a target to exceed.

What this means for your offer

Set the voucher value at or below the daily limit for the format you choose. If you choose electronic vouchers, you can use the higher limit. If you stay with paper, plan around the lower one.

Also decide early how vouchers fit with the rest of the package. Candidates in Italy often ask about them in the first call. Having a clear answer shows that your company understands the local market.

Fringe benefits: the annual threshold

The second tool is the fringe benefit allowance. It covers goods and services that an employer gives an employee on top of salary. Unlike meal vouchers, it works on a yearly total, not a daily one.

The 2026 thresholds are:

  • General: 1,000 EUR per year.
  • Employees with dependent children: 2,000 EUR per year.

Below the threshold, the benefits are not taxed as income for the employee. The higher threshold applies when the employee has dependent children. This means two employees in the same role can have different tax-free limits, depending on their family situation.

Practical points for HR

  • Track the total per employee. The threshold is a yearly sum. If you give several items, they add up.
  • Collect family status. To apply the higher threshold, you need to know who has dependent children. Ask your payroll provider what documents they require.
  • Plan the year, not the month. Because the limit is annual, you can time a benefit to the employee’s needs, as long as the yearly total stays within the cap.

How to use both together

Meal vouchers and the fringe benefit allowance are separate tools. They serve different goals.

Meal vouchers give a small, steady daily value. The fringe benefit allowance gives a yearly amount you can spend on a chosen benefit. A package can include both, with each kept inside its own limit.

For a finance team, the point is cost control. Tax-free value costs less to deliver than the same value paid as salary. For an HR team, the point is retention and hiring. A well-built package is easier to explain and easier to compare.

Common mistakes

  1. Using paper vouchers by default. The tax-free limit is lower than for electronic vouchers.
  2. Going over the daily limit. The excess is not tax-free.
  3. Ignoring the yearly total. Fringe benefits are capped per year, not per item.
  4. Assuming one threshold fits everyone. The limit differs for employees with dependent children.
  5. Using US benefit logic. Italian benefits follow local tax rules, not US norms.

Next steps

Before you make an offer in Italy, decide three things. Which voucher format will you use? What daily value will you set? How much of the yearly fringe benefit allowance will you use? Then have payroll confirm the figures for the current year.

If you hire through an Employer of Record (EOR), the provider handles payroll and applies the limits for you. You still choose the design of the package. Knowing the numbers helps you make that choice with confidence.
