How to Set Up a Productivity Bonus Plan for Your Italian Team

A productivity bonus in Italy can be taxed far more lightly than regular pay. But the favorable treatment depends on how you build the plan. A bonus you decide on at year end, with no clear goals, is just extra salary. This guide shows how to structure goals so the bonus has a real chance of qualifying.

What the tax benefit looks like

Italian rules allow a substitute tax on productivity bonuses. Based on the figures we have, the rate is 1%. It applies to bonuses up to €5,000 per employee. There is also an income limit for the employee. The figure we found is €80,000, and it comes from 2025 data. We could not find confirmation that it stays the same for 2026. Treat it as provisional.

Our source for these numbers is a secondary one, a tax news site. Before you launch a plan, have your Italian payroll provider or labor consultant confirm the current rate, cap and income limit.

Compare this with an ordinary discretionary bonus. That bonus is taxed as normal employment income. The gap in net pay for the employee can be large. The gap in cost for you is smaller, but you still gain a better retention tool for the same budget.

The core idea

The benefit is tied to results, not to goodwill. The bonus must reward a measurable improvement in productivity, profitability, quality or efficiency. The plan must exist before the work is done. The result must be checkable after.

That shapes every step below.

Step 1: Define the goal before the period starts

Write the goal down at the start of the measurement period. Do not set targets after you know the outcome. Retroactive goals are the most common reason a plan fails a review.

Pick a period that fits your business. A calendar year works for many teams. Shorter cycles are fine if your numbers are reliable.

Step 2: Choose indicators you can measure

Use numbers that come from your own systems. Good examples:

  • Revenue or gross margin per team
  • Output per hour or per project
  • Defect rates or rework rates
  • Customer response time or ticket resolution time
  • Delivery against an agreed schedule

Avoid vague goals such as “great attitude” or “strong collaboration.” Those are management judgments. They do not show a productivity gain.

Compare each indicator to a baseline. Record the baseline value at the start. A target of “improve” is not a target. A target of “move from the baseline to a stated level” is.

Step 3: Set the payout rule in advance

State how the bonus is calculated. Link the amount to the result. For example, define a threshold below which nothing is paid, a target level, and a maximum.

Keep the maximum for each employee within the €5,000 cap if you want the whole amount to benefit. Any part above the cap would be taxed in the ordinary way.

Do not mix this bonus with fixed payments. A bonus that is paid every year in the same amount, no matter the result, looks like salary.

Step 4: Put the plan in writing and get it agreed

The plan should be a formal document. It should name the indicators, the period, the baseline, the targets and the payout formula. In Italy, the way this document is agreed and filed matters for the tax treatment. This is where local advice is not optional. Ask your Italian adviser which agreement format applies to your company and what must be filed.

Share the plan with the team. People work toward goals they understand.

Step 5: Measure and keep the evidence

At the end of the period, calculate the results from your source data. Keep the reports. Keep the calculation. Keep the signed plan. If the tax authority asks questions, this file is your answer.

Pay the bonus only if the targets are met, and only in the amount the formula gives. Do not round up to be kind. A discretionary top-up breaks the link between result and reward.

Step 6: Check the employee’s income

The benefit has an income limit. Check each employee against it before payroll runs. Your payroll provider can do this. Employees above the limit receive the bonus under ordinary taxation.

Common mistakes

  • Setting goals after the period ends
  • Using subjective criteria
  • Paying the same amount every year regardless of results
  • Skipping the written agreement
  • Assuming last year’s rate and limits still apply

What to do next

Draft your indicators and targets first. Then bring the draft to your Italian adviser with this checklist: current rate, current cap, current income limit, and the required agreement format. Build the budget from those confirmed numbers.
