How US employers keep Italian staff engaged: non-salary retention levers, plus how to structure results-based bonuses with a reduced flat tax rate.
Recognition and Retention in Italy: Keeping Employees Engaged Beyond Salary

US founders often assume retention is a pay question. In Italy it is rarely only that. Salary scales are shaped by national collective agreements, so you have less room to win people with a bigger base number. The levers that work are different. Most of them cost little, and some cost nothing.

What Italian employees tend to value

Stability matters. Predictability matters. People want to know their role, their manager and their schedule will not change on short notice. A US-style culture of constant reorganization reads as a warning sign.

Respect for time off matters too. Italian employees expect real rest and a clear line between work hours and personal hours. Messages at night and on weekends erode trust fast. If your team sits in a US time zone, set rules for meeting hours early and keep to them.

Non-salary levers that work

Clear growth paths. Say what the next role looks like and what it takes to get there. Vague promises of future promotion do not hold people. A written path does.

Flexibility with structure. Many Italian professionals value flexible hours and remote days. Offer them as a stated policy, not as a favor granted case by case. A policy feels fair. A favor feels fragile.

Training and certification. Pay for courses, language classes and professional qualifications. This signals investment in the person, and it builds skills you need.

Welfare benefits. In Italy, employers can provide benefits such as meal vouchers, supplementary health cover, transport support and family services. Employees often prefer these to a small raise, because they feel tangible and can be tax-efficient. Your payroll provider or EOR can tell you which benefits fit your contracts and your collective agreement.

Recognition that is specific. Generic praise lands flat. Name the work, name the result, and say it in public when the person is comfortable with that. Italian teams often value direct, personal acknowledgment from a senior leader more than a company-wide email.

A manager who is present. Many exits trace back to the direct manager. Regular one-to-one conversations, honest feedback and visible support do more than most perks.

Bonus structures: keep them tied to results

A bonus works best when it is linked to a measurable result. Think of team output, revenue targets, quality indicators or project delivery. Fixed, discretionary bonuses with no stated logic tend to become expected, and then resented when they stop.

Italy offers a tax advantage for this kind of structure. Results-based bonuses can qualify for a substitute tax of 1% instead of ordinary income tax rates. The cap on the bonus amount that benefits from this rate is 5,000 EUR. The income limit for eligible employees is 80,000 EUR. That figure is from 2025. We could not find confirmation for 2026, so check the current threshold before you build your plan.

This makes the bonus more valuable to the employee than the same gross amount paid as ordinary pay. For you, the cost stays the same. The employee keeps more of it.

A few practical points:

  • Define the targets in writing before the period starts.
  • Choose indicators the team can influence.
  • Measure and communicate results on a fixed schedule.
  • Confirm with your payroll provider that your plan meets the conditions for the reduced rate, since the rules for eligibility are specific.

The figures above come from a secondary source. Treat them as a starting point and verify them before you commit to a plan.

Combine the pieces

No single lever carries retention alone. A workable package looks like this:

  • A base salary that meets the collective agreement and sits at a fair market level.
  • A results-based bonus with clear targets.
  • Welfare benefits that employees actually use.
  • A written growth path and a training budget.
  • Respect for working hours and time off.
  • A manager who gives regular, specific feedback.

None of this requires a large budget. It requires consistency. Italian employees notice whether the promises made at hiring still hold a year later.

Common mistakes

Treating Italy like the US market is the most frequent one. Equity-heavy offers, at-will thinking and aggressive performance cycles do not translate well. Another mistake is skipping the local context. Collective agreements set rules on pay, benefits and working time, and your plan must fit inside them.

A third mistake is waiting until someone resigns. By then the decision is made. Ask early what people value, and adjust the package while it still matters.
