How to Plan a Work Permit Timeline Around Italy's Annual Quotas

If you plan to hire someone from outside the EU in Italy, the calendar matters as much as the candidate. Italy does not issue work entry permits without limit. It sets annual quotas. Your hiring plan has to fit them.

This article explains how the quota system affects timing and how to build a plan that does not stall.

What the quotas are

Italy sets entry quotas through a government decree known as the Decreto Flussi. The current one is the DPCM of 02/10/2025. It covers the 2026-28 period and sets the ceilings year by year.

For 2026, the non-seasonal quota is 43300 entries. It is split like this:

  • 25000 entries for nationals of the countries listed under art. 6, paragraph 2, letter a.
  • 18000 entries for countries that have signed cooperation agreements with Italy.
  • 300 entries for stateless persons and refugees.

The figures above come from a secondary source reporting on the decree. Seasonal and out-of-quota categories are not covered here. Check the decree text or ask your advisor before you rely on them.

Why this changes your hiring plan

A quota is a cap. Once the places are used, they are gone for that year. That has three practical effects.

Nationality matters. Most of the 2026 places are tied to the country of the candidate. A candidate from a country on the art. 6 list draws on one pool. A candidate from a country with an agreement draws on another. A candidate from a country in neither group may have no route at all through the quota system.

Role type matters. The quota figures above are for non-seasonal work. If the job is not seasonal, this is the pool that applies. If your role might fall in another category, confirm it before you promise a start date.

Other routes exist. Some profiles enter outside the quota system. Examples include certain highly skilled workers and intra-company transfers. These follow their own rules and their own timing. If your candidate qualifies, you may avoid the quota calendar altogether. Do not assume it. Have the route confirmed first.

Build the plan backwards

Start from the date you need the person working in Italy. Then work back through each step.

  1. Confirm the route. Decide whether the hire falls under the quota or outside it. This decides everything that follows.
  2. Confirm the candidate’s country. Check which pool applies and whether it is open to that nationality.
  3. Prepare documents early. Contracts, employer details and candidate documents take time to assemble. Do this before the quota window opens, not after.
  4. Submit when the window opens. Quota places are limited. Being ready on the first day gives you the best chance.
  5. Allow for the consular step. After the Italian authorities approve, the candidate still has to obtain an entry visa abroad. Then comes the arrival formalities in Italy.
  6. Add buffer. Each step can run late. Plan the start date with room to spare.

Do not set a start date first and hope the permit follows. The permit sets the start date.

Common mistakes

Promising a start date too early. Founders often tell a candidate to resign and be ready in a few weeks. Quota-based entry rarely moves that fast. Give the candidate a realistic range and update it as steps clear.

Treating the quota as a formality. It is not. Places run out. A late or incomplete application can mean waiting for the next year’s allocation.

Hiring first, checking eligibility later. Check nationality and route before you make an offer. An offer you cannot support wastes time on both sides.

Ignoring the multi-year view. The decree covers 2026-28. If you expect to hire more than one person from abroad, plan the whole period. Spread the hires so each one has its own window and its own paperwork.

Where an Employer of Record helps

An Employer of Record (EOR) in Italy can employ the worker on your behalf. It handles the payroll, the contract and the local compliance. It does not change the quota rules. The same limits apply. What an EOR gives you is a local entity that knows the process and can prepare the paperwork before the window opens.

This matters most when you have no Italian entity. Without one, you may not be able to act as the sponsoring employer at all. An EOR can fill that role while you decide whether to set up your own company.

A simple checklist

  • Is the candidate from a country in one of the quota pools?
  • Is the role non-seasonal?
  • Could another route apply instead of the quota?
  • Are the documents ready before the window opens?
  • Does the start date include time for the visa and arrival steps?
  • Have you told the candidate a range, not a promise?

If you can answer all six, your timeline is realistic. If you cannot, fix that before you commit to a date.
